Actually, this year was supposed to be in South Africa, but there were either political and/or safety issues which FIFA had a problem with so it was awarded to runner-up Germany. There was quite a stink about it about 3 years ago.
So it was postponed until 2010. That's why it will be held in South Africa in 4 years.

"On the 2014 FIFA World Cup:
The Executive Committee will decide on the host nation for the 2014 World Cup in 2008. The Executive Committee adopted a resolution in favour of rotation, and established that the 2010 World Cup would be in Africa, and the 2014 tournament in South America. Every CONMEBOL member has said they would like Brazil to host the tournament. Brazil are candidates, but the country must fulfil the requirements in the mandatory regulations. We'll closely examine their candidacy with the help of this list. We are not in favour of joint hosting, provided we have a single candidate which fulfils the requirements." unquote.

Well first a country has to bid for a chance to host. After they bid FIFA looks at the countries stadiums (need enough and big enough stadiums), politics (an unsafe country can't host 1 million - 4 million guests), and what good it brings the country.
South Africa was a considered a good choice because it can help bring money to South Africa and surrounding nations, is safe, and has never hosted a cup.
England's chances at the world cup for 2018 are not likely since they have been chosen to host the Olympics. Things like this also hurt a bidding country's chances.

South Africa will host 2010 cup. The decision is based on FIFA panel after a selection process that countries go through to get the world cup, you get chosen and put on a shortlist and then one is chosen.
