Find out what her favorite movie/character is and make reservations for a meal with them. They have them throughout all the parks and it would be hard to find a character that doesn't have a "character breakfast/dinner" somewhere.

The meals are a blast and the food is always great.

I'm 19 and I would go to Disney World before any other place on Earth! Don't let anyone tell you it's not a good idea. There's so much to do, go to any of the Parks. No matter what you do, she'll have an awesome time. Have Disney make her a special birthday cake.

Disney World is for kids younger than 16. Maybe somewhere else would be better.

Take her for a party. she's really too old to be celebrating her 16th at Disney world.
