This questions has been and always will be a matter of opinion. As there is no win-loss records, and pro wrestling is not a true competive sport.
To be able to evaluate the "greatness" of a wrestler, you must look at the following attributes:
In-ring ability
Microphone skills
Crowd working
Work ethic
Ability to work with others
Injury resistance
Appearance (having "the look" is very important)
Marketablility (since the 80's, this has become important)
Taking these into account, I'd have to say Ric Flair as my answer.
In-ring: Although a "routine" wrestler, his in-ring skills are solid.
Microphone: has exemplary mic skills
Crowd working: 80% of in-house crowds "whoooo" insanely (as well as with every chop from any wrestler)
Work ethic: in the 80's Mr. Flair worked 300 days a year
Working with others: although many workers complained about Mr. Flair, in the 90's and beyond, he has been willing to put many workers over.
Injury resistance: a broken back... need I say more.
Appearance: unique and flamboyant during an era where there were few.
Marketablity: The Four Horsemen were the first supergroup with such market longevity.
In contrast, Hulk Hogan:
In-ring ability: virtually non-existant
Microphone skills: Let me tell you something, brother.... brother.... brother
Crowd working: Very, VERY good, if not the best. A true pioneer
Work ethic: 12 PPV matches a year. Try working 12 days a year at your own job...
Ability to work with others: Total creative control is not working with others.
Injury resistance: See work ethic... can't get hurt if you don't work.
Appearance: Truly impressive in 1984, commonplace in 1990
Marketablility: The most marketable in wrestling history and the reason he and wrestling exploded.

Best Wrestler? - Kurt Angle, olympic gold medalist. He has proof.
Best Professional Wrestler? -Bret 'the Hitman' Hart, you believed him
Best Wrestling Draw? -Hulk Hogan (80's) or Stone Cold Steve Austin (90-2000)
BTW- None of this asks if I actually LIKE these guys, My favorites are based on how much I'm entertained by them- Randy 'Macho Man' Savage, Samoa Joe, Mick Foley (all 3 faces), Ric Flair, Brett Hart, Spirit Squad... wait...scratch that last one....

Best wrestler of all time was Freddy Blassie hands down. Best wrestler of my time would have to be Ric Flair, Andre the Giant and Hulk Hogan. Best wrestler today would have to be HHH and Rey Mysterio. But that's only my opinion.

i think that goldberg was great. but kurt angle is a great technical wrestler. he has more moves to choose from and being the only olympic gold medalist might have something to do with that.

Wooooooooooo!
Ric Flair, baby. Who else has been world champ as much? His matches in his heyday were always marathons of at least 30 minutes. And his matches today are much more entertaining than anything Hogan has done in the past 5 years.
