Isn't it cruel to do to men? We do want men to look BUT the problem is that women want to select who they want looking at them. But they can't do that, therefore if someone gross looks, women get offended, if it's someone hot, they love it. Totally hypocritical on behalf of women. Men have self control which is why they can glance and look away. It's the ones who haven't learned to respect women that look at women as objects and not as human beings.
The same goes for women, the ones who just display it all are totally attention starved and sleezy. They are the ones who feel that they have nothing else to offer the world other than their cleavage. So I say look but don't give them too much satisfaction.

Poor fellow, you are right. In such a situation, there is really no correct way for you to behave; if you ignore the obvious, then you are not appreciative; if you ARE appreciative, then you're a vulgar animal. You can't win.
Speaking as someone with a generous bust, I have spent most of my life trying to conceal my, ah, gifts. I most appreciated men who could express that they found me attractive while looking me in the eye; those who stared directly or who made animal sounds wewre never given a chance to get any closer.
But, that's me, and I never (ever!) wore anything remotely revealing: no plunging necklines, no peek-a-boo anything, no tank tops or tube tops or anything but Oxford shirts or perhas a T shirt (loose). I felt this was a signal to men that I didn't wish to have my chest be the starting point for conversation.
By comparison, I can only guess that women who DO display their bosoms MUST be wanting to draw attention.
...Aw, what do I know? Who knows what girls these days are thnking. Good luck, young man.

I have very large boobs, I have tried unsucccessfully for years to hide them. Anything with a high neck makes them look even worse. I don't wear clothes 2 sizes to small I wear things that fit but I ALWAYS have cleavage. So I have finally realized that there is no hiding them and I have come to accept and appreciate them for what they are. With that said let me also say I do not mind if men look it's a natural reaction however it is extremely rude to not look someone in the eye when you are talking to them becasue you are to busy looking at the cleavage.

What? You don't look past the cleavage and directly into the loving and compassionate soul of a woman and see who she really is on the inside??
But seriously - why do you think girls dress like that? There are more modest clothes if girls want to wear them. Girls like attention as long as it's not invasive (it's creepy when guys do the cat calling thing or get overly attentive). Go ahead and look and admire. Guys ARE boob obsessed, but girls like it.

well, if its spilling over, yeah go ahead and look, she's putting them purposefully out in plain view. If it's modest, or accidental, as in she is bending over to pick something up and is wearing a v-neck shirt. Be the gentleman. it;s odd. Women put there boobs out there, and then don't want you to look. Mixed messages.I don't wear cleavage bearing tops, and do get irritated if someone is staring. Also, if you can't help yourself, take a glance. Don't whistle, lick your lips. say maamaa! or stare as if your eyes are popping out. We hate that.

If a woman is gonna hang 'em out there for all the world to see, go ahead and look. She wants you to look. If she says she doesn't, she's not being honest. If she really didn't want you to look, she'd tuck 'em in a high-collared shirt, out of view.

women wear what they know they look good in and yes we do want you to look, but to a certain point. Don't stop stare and start drooling, give a quick glance and smile and that's enough for most women.

You are correct! Women who show a lot of cleavage WANT to be looked at. If they say otherwise, they are lying.

Trust me...women do dress that way to get attention. The ones who complain about it are drama queens who secretly love it!
