I think this sentence is grammatically correct as it is, as long as the mayors all all married males.

If at least one mayor is female, but everybody is married, then say:

The mayors and their spouses were invited on a tour of the state buildings.

Now if at least one mayor is unmarried but with a significant other, you could say:

The mayors and their significant others were invited on a tour of the state buildings.
