Well, the process of writing a research paper is to first determine if you are attempting to convince the reader of something (advocacy), or explore a concept neutrally from most perspectives.

If its advocacy, then decide what your position, and then figure out what it would take to prove that position. Your paper would start forth with a thesis statement, setting forth your position (what you intend to prove), and then give a summary of how you intend to go about it. Your outline would be the major points you need to prove, then for each the major arguments for and against. Your research supports those arguments. Then you conclude.

If it is a neutral exploration of the topic, then you start with a summary of the topic in general -- big picture overview. Your outline would be the major areas of discussion, or the major attributes of whatever you were describing, then sub-attributes/areas, etc. Follow normal outline format.

Example: If you were writing a neutral paper about the US government, it could have the three major branches as the main topics, then for courts do state, federal district/appellate, and US Supreme, adding a section about how federal judges are appointed. However, if your paper were advocacy, say talking about the problems with federalism overriding states's rights, you might want to organize the paper by time periods: when did the states have the most rights, when/how/why did things change, etc. Or you might argue by topic: interstate commerce versus education versus welfare versus national guard. And so on.

As for terrorism, same thing. Are you advocating a position, or exploring a concept neutrally? Organize your paper appropriately.

You should start by looking up the word : then you will understand that's exactly what we are doing in IRAQ imposing our will on others..... So that would make us ? exactly
We now know without any question 911 and IRAQ had nothing to do with each other, and there were no WMD ,so why are we there killing these guys? Exactly ....So why is our military used to commit war crimes against others ? Exactly ..
