You watch a movie broadcast from TV after 1 year and you record it onto your vcr. and it is legal..

You download it from the internet and considered illegal!

If you record it from broadcast TV it isn't desirable for copying and reselling, if you download a complete copy you can mass produce and sell it which is why it's illegal.

Recording from tv is not necessarily legal, nor is downloading from the internet necessarily illegal.

What is the legal question? You seem to be stating an opinion rather than asking a question.

it really depends where you down load it from and if you down load for personal use or for doing a business some sites are free to down load and some you have to pay you cannot sell a picture from your tv or internet for business then its illegal
