There are files can be shared in the internet. How come there is no control over it!?

It depends on the standpoint. The Internet has a very limited number of laws. Information sharing is almost completely unlimited and included in this is file sharing. It is completely legal for services such as those you listed. The illegal activities are carried out by those using the services.
Kazaa and limewire merely offer you the service to share your files so that anyone can find them on a worldwide network using their program. Though this is legal, the sharing of movies and software is borderline legal. As far as I know there are no laws prohibiting you from sharing files that include software or videos on the Internet. However it IS illegal for you to install this software without having purchased your own license. This works differently for videos and music.
Videos are only considered illegally possessed if they are copyrighted or licensed. It is illegal to share movies by any means that have not been released to public, like if they are only in theaters. Since you are not reselling or making profit off selling these videos and the videos are at a much lower quality than if you were to buy a DVD, it is unlikely you will be investigated. It's found that the larger percentage of those who download music and videos off the Internet are more likely to purchase that which they download because the files are never at full quality.

The legality of sharing things over the net is paper thin. It's hard to argue either way since there is no one world legal paper for the Internet. These software types only offer a service to share, they aren't the ones who share.

BitTorrent is legal, I dont know the exact legal reasons for it, but it is. LimeWire and KaZaA are not legal, as many lawsuits have shown.

There is controll, as I just mentioned, because of lawsuits but the issue is that there are so many people using these programs that there is just not enough time and manpower to persecute them all. They typically go after the bigger sharers or the people who make these programs (aside from BitTorrent). This is usually done by placing files on these P2P networks (by a Federal agent or investigator) and watching who downloads them. The more of thes files that you download, the more likely that you will be caught.

Yes its legal since they are not the ones providing the files. Its a file-sharing program and it brings all the best bandwidth compromising your own bandwith to the top of the download page. They are usually just downloads coming from other peoples computers. If you have a bunch of files in your shared directory, then when someone connects to the program, then they have the ability to download your files to their own computer. Napster first introduced it, but there was a legal battle with it. It will probably be illegal in the future, but while they are free for now, I would take advantage of it.

Legality is secondary. The question you should be asking yourself is " Do I really want to take the chance of downloading from these sights when knowing they are full of adware, spyware, malicious software, trojans, hijackers, and viruses?" I run a PC repair shop and constantly get calls on " Why is my computer so slow?" or "my system wont boot up". The usual culprit is exactly the software you are describing.

The services themselves are legal. Their contention is that they have no controll over what you do with it. If you want to share a bunch of pictures you took, or a song you wrote, or a pice of software you designed, no problem. If you want to share someone else's property you need to have permission to do so. Generally you will not get permission if their is profit to be made.

Bottom line...services legal, activities are individual responsibilities.

Ha, each and every single one of those programs license's (if you bother to read them) states that you may only download software with legally acquired licenses, and if you download software without a license that its your responsibility and not theirs, so if any conflict comes to be, you are going to be legally prosecuted.

P2P software is legal, but downloading copyrighted content that you don't already own is illegal. I would recommend Shareza for Torrents.
