The neighbors house runs the entire length of my condo and threatens my unit and 3 others. The backyard is an abundance of overgrowth from the weeds, grass, and other shrubs. Any small spark will start a fire and there is enough dead leaves and shrubs to serve as fuel to catch many of the neighboring homes; which are only 10-15' away from their backyard...close enough for a fire to jump.
who in Contra Costa County should i be contacting to report this problem and force them to upkeep their backyard?

I live in Lafayette too, I know that I put out a letter to home owners telling them that they get to have backyards trimmed...I would just call the Lamorinda Police, and ask them...I sure it is EBMUD, but those are just some thoughts

Have your condo association address the problem or report the fire hazard to the local fire department.

if you live in a condo, you probably have an HOA, contact them and they will take care of it. You could also call the city who probably will give the home owners a notice and/or fine if not taken care of.

your local building and neighborhood inspectors at city hall there should be regualtion about the upkeep of the property and that might be a vioalation
