Because it is the build up and then makes the act and release so much better. Some women say that they don't need it but, I think they have already had some foreplay and don't realize it. It could be a kiss, the act of taking off the clothes, the thought of that person and something that they did before. Foreplay can be anything that you make it to be.
I like to think of it as a roller coaster. The higher the hill, the longer the descent, the better the ride.

Because most women take a lot longer to achieve an orgasm than men and most men climax a lot faster during sex. Foreplay helps the woman catch up to the guy so hopefully they climax at the same time or at least both of them get to climax

It is because stimulation to the clitoris makes them reach orgasm. Most men can't find the g spot and that's the only other way to reach orgasm for a women.

Because women are extra passionate when engaging in intercourse..so in the beginning it is important to have more sensual contact with the other party, and progress. Also I think because after the hormones start jumping, it is easier to acheive a climax...
