If you're talking proper top-flight goals, as in the top division and international, it's Jimmy Greaves by a mile. 357 for Chelsea, Tottenham Hotspur and West Ham United, that's just League goals, and, 44 for Ingerland at international level. That's not including all club Cup competitions which probably puts his total over 450.
