IRC stands for Internet Relay Chat. It is the equavilent to talking a CB radio. You find a channel and then you start talking. Whoever is on the chanel can talk back to you if they want to. Depending on the channel it could be thousands of people talking at once to each other. When I say "talking" I mean internet chatting. In order for you to use IRC you need a IRC client program. The most popular is mIRC. I've provided the link for you and you can read all about it.
