Are there people working late at night? Are they told to leave lights on? Are that many people just forgetful? Is it celaning or security crews? What's the deal? Why are all the lights on?

different reasons. some lightbulbs use as much energy to get going as they do to run for hours. some places like car dealerships leave their lights on for insurance reasons, apparently thieves are afraid of lights (dont know how to translate that to big buildigs) and im sure thoughtlessness/forgetfulness are a big part
