You could try looking up peoples names on the web and buying their information from a company.

Not usually. You can try calling their mobile phone, they may have a service where the company itself will tell you the new phone number to reach them at. Unfortunately, to tell you the truth, it is HIGHLY UNLIKELY that you will be able to get the number that way. That person will need to be the one to get in touch with you, unfortunately, if you wish to get their number.
