Use a picture editing program!
A basic one comes free with windows.
Programs>>accesories>>Paint
Then choose File>>Open
And browse to where you saved your scan, open it, and play with it as you want!

It depends what do mean by the term EDIT...
for just simple jobs like, makin it smaller or rotate , or bla bla bla, paint is enough , bt for MODIFYING and playin with layers , u need Photoshop...
