Rollen Stewart, known as Rainbow Man, is best known for wearing a rainbow-colored wig and holding up signs reading "John 3:16" at sporting events around the United States in the 1980s.

The business with the signs started in 1980, when Rollen accepted Jesus as his personal savior. Prior to that time his interest was in just generally being famous (or, as he puts it, being "the most famous person in the world no one knows about"). For years he was the guy you used to see on telecasts of golf tournaments with the wild multicolored Afro wig, which earned him the nickname "Rainbow Man."

People are crazy and think they look cool holding up that sign. I think it really got popular though from the WWF, when it was popular and "cool", and the idea of Stone Cold Steve Austin with his Austin 3:16 says I just kicked your ***. So after that it seems everyone at Pro-Wrestling events held up signs like Austin 3:16 and then some would hold up John 3:16 and the idea just got huge. For instance there was a Tag Team in WCW called Kronic and people started holding up signs with Kronic 4:20. Well not going into that though just pointing out how it spread.
