Some of them are, so dont pay any money before you get any mystery shopping job. TNS Intelligence is one company that's the leader in the marketplace, and generally they have people mystery shopping at fast food places, then rate the cleanliness and friendliness of the staff.

No they aren't all scams, they don't pay very much. Unless you have nothing but expendable time to shop with a wide variety of shops in your local area. Most require that you spend something, and then may or may not reimburse you the total amount. I did one for a shop that I had to stop at anyway and made $10. But the shops are far and few between in my area so I couldn't make a living or even make part-time $$ out of doing such work. Do not pay any out of pocket $$ to join these groups though. There are plenty that let you join for free. I got tons of calls from them to do shops but they always needed me during my FT job hours.

Good Luck
