I agree with most everybody else, except that no one has looked into your usage. Do you have an electric stove? What about hot water tank? Do you leave your computer on all the time. Do you have a second fridge that is in your garage or somewhere else where it is particularly hot. All of these things will catch up with you on the bill. And of course, you will want to look into cost effectiveness of generating some of your own power. Your local utility company should be able to provide you with a list of competitive energy suppliers. If its any consolation, my electric bills are $120 a month in winter, 200 a month in summer, and my winter gas bills have been over $600 in 1 month. All of our appliances, minus the gas fired boiler, are electric, so our lone heat source uses all that gas by itself. If you dont find an error or other billing problem, its probably a combination of things that everyone has mentioned.

Then you or your building is doing something really wasteful. Even in Houston that is an unnecessarily high bill without A/C. In Houston it is usually the A/C that runs the bill up. Have the electric company come out and do an energy check. But first go around and turn off EVERY light switch and unplug EVERY item plugged into an outlet including your refrigerator and your freezer, then go look at your electric meter dial. If it is not stopped then keep looking for the electricity drain.
Then only plug in what you really need and consider replacing some appliances with more energy efficient appliances, and eliminating the unnecessary one.
There is no reason to be spending $300/mo in electricity in Houston without A/C.
However, living in Houston in the summer without A/C can be deadly, so be very careful. At least consider having one "cool room". During heat waves here even the charities give out small A/C units just to help maintain lives.

We have an all electric house in East Texas and we run the AC all the time. Our bill the last two months was less that $250 each.
There is something not right. Check the insulation in the ceiling. Check the ducting and air handler for air leaks. My son recently check his air handler and found several significant air leaks in the ducting at the air handler.
Do you have a pull down stair for the attic that is inside the house? Many times these do not seal very well around the edges and the warm air in the attic when it goes out thru the attic vents it sucks a great deal of house air with it. Take a large garbage bag and lay it over the four edges of the attic pull down door and see if it is pulled up against the door. If so that is a big problem and needs to be sealed.

For about $2000 you can have a solar power system installed that would help you with some of it. It would save you alot in the long run.

Also your local electric co may have a budget billing plan, call them and ask.

I'm from FL. Our new duplex we rent has expandable foam insulation, ya know that yellow stuff from a can, Our attic never gets above 80 degrees even in South FL's brutal summers, our electric for a three bed room is half of yours, and I run my A/C all the time, cold too!
Also, if that is too much $; try adding tint to your windows, esp. South and West sides! Really helps! or perhaps a solar attic fan, we are putting several oin the house we are building!

Switch suppliers for your electrical service and get a better rate, then turn off some of the lights and TV's and other electric consuming items in your house.

Look at your bill, some are "actual readings" and some are "estimate readings", where they haven't actual read the number of kilowatts your using. If it is an "estimated" reading, contact your electric company to get an actual reading.
Keep a daily log of what watt usage by reading your meter, note what you are running, dishwasher, washer, are you using hot water in the cycles, how many hot showers, baths, etc. It will help you pinpoint what you need to reduce it down.
