I dont know why people don't read the entire post before GUESSING at the answer.
CAV.EXE is a self-extracting file that updates the Clipart Viewer that came with Premier Clips only. If you don't have this program, find and delete it. (You can also disable it from Msconfig, then reboot, find and delete the file.)
If you DO have either of the above programs, uninstall them.

go to www.ccleaner.com and down load, install and use it, and I noticed that you have a Dell computer. If so turn off the Dell program and just use windows. Good luck

That is a typical DELL computer for you...
I would bring it to a Pro, or just plain get a Gateway Computer!

It looks like your hard drive is busted,it might. Get an external one and try to reinstall your OS on that.

Hard drives do die you know... you might need a new one about now. They are pretty cheap.
Er, you have a backup of your important files, right? (snort, chortle).
Ah, you can hook it up as a slave and copy... maybe.
Anyway, that is what it looks like to me.
