I'm not a music software guru, but I am a trained professional musician. I'll tell you what I would do: Simply use an equalizer and experiment with the sliders until you hear more vocals and less percussion. This will save you a lot of time as well as training you ears to listen more sharply to parts in music.
A note on "beat" - your question has a mistake in it. You can't remove the beat from a song , even if there are only vocals. The beat is present in every part. I realize that you meant the percussion tracks, but the word beat means the pulse, or recurring regular stimulus, to be a little more scientific. Not the percussion track. The word "beat" does have a loose usage to mean a song these days, but in the language of real musicians it does not mean a song.

There are programs that will do this like winamp has an agent that will and I think also jukebox has one..but it's very low quality you can always still hear the beat and it makes the vocals less in quality..So there's no way to get a strict acapella from a song. You can find most instrumentals though on sites like soundclick or through Kazaa, limewire etc...

You can't. You would need to master tracks, then just take the vocals. You can take SOME out with an advanced EQ but never all of the music. YOu would always be able to hear it.

There is not a software but to remove the rhythms you would have to hack into poser, revert it to music, unpackage the voice.
Well your request has given a programmer a job.
