to determine whether an acid or a base is soluble in say the universal polar solvent water, u should be knowing whether the substance is strong or weak
now bases like NaOH, CsOH, RbOH, Mg(OH)2 are strong bases and in solution they give us the cations and anions(mostly the hydroxyl grp)
bases like Be(OH)2, Fe(OH)2 or 3, Cu(OH)2 or any of their oxides are weak and hence in solution they do not undergo complete dissociation and most of these are insoluble
so in case ur not in a lab, the only way is to identify their degree of weakness

According to the Solubility Guidelines for Common Ionic Compounds in water: Hydroxide ions are insoluble (except in the compounds of alkali metal cations, and Ca, Sr, Ba). Therefore they will produce ions upon dissolving.

Solubility of a substance depends upon its degree of dissociation. The more the dissociation the more is the solubility.

NaOH is a strong base. It dissociates to a large extent whereas CuO is a weak base therefore it does not dissociates.

Also it depends upon the strength of cation or anion . Na+ is a strong cation. It easily forms strong bond with OH- of water.
Hence the solubility

If it's a base and it doesn't start with Li-, Na-, K-, Rb-, Cs-, Fr-, Sr-, or Ba-, it's not soluble (if it's an inorganic base). Calcium hydroxide is moderately soluble (about 10^-5)

Just about all organic bases should be soluble, unless it's just one ginormous molecule with just one amine group on it.
