Ihave contacted the council my mortgage lender they have my deeds united utilities and the land registry and hit a brick wall with each i live in the manchester area (england) if that helps

Not sure what you're asking...but you should always inform DIGSAFE before excavating. They will be sure there are no gas water, sewer or powerlines where you want to dig
Hmmm I just looked at their website http://www.digsafe.com/
and found they only serve my area...maybe there is a similar one in your area

The various Utility companies would know, unless you are way out in the country. Contact the telephone company, the power company and the water/sewer company and ask tour question. Even the natural gas lines may run through your property, call them too.

If there are recorded utitity easments dedicated for companies that supply water, gas, etc. shown on a survey of your property, that is where you would find underground utilities. If you are talking about utility service to your house or irrigation, maps are rarely made of these. You can hire a surveyor to locate underground utilities on your property and he will know who to contact to find them, then he'll furnish a map of the underground installations. I just dug mine up from the water meter to the house and located it so I would know where it was... but I'm a surveyor. It was just something to do on a weekend to keep me out of trouble.

The City might- all depends what kind of pipe, Health Dept might have sketch of Septic system and well- along the front yard, in City, many pipes , culverts, and conduit might be present,
