Before you start up a website you have to see how much you are willing to spend. As you may be aware a website is an online identity that will be viewed by the world. First ask youself what domain name you want. For example, if you want a .com name then this will cost you money. I reccomend digital-crocus. It is cheap, effective and easy to use. It only costs £15 per year! Also it gives you hosting.

What is hosting?
Hosting lets you upload any files you want on your website on the server.

Domain names
A domain name is the name extension you want that becomes the address when someone types it in a web browser.
Eg www.myname.com

What you really want is a service that includes domain name registration and hosting in one package. This is why I suggest digital-crocus.

There are many many sites that offer free (or pay if you want) webhosting. Angelfire, geocities, tripod etc all offer free hosting solutions. Or if you wanna be really serious, buy yourself a domain name and run your own webserver off of your computer, I suggest Apache for this.

you could use microsoft publisher to plan a website and then upload it.
