Obviously there is something there going on.
The human body deals with something everyday that we don't think of and it has recently been linked to a number of health problems in us by today's medical/science community: "INFLAMATION"

I think you have a very dry skin.
use a good moisturiser avoid scratching your skin, If you have any allergies then consult a good doctor.
Eat lots of fruits which will result in healthy skin

See a dermatologist. It may be more of a skin condition that needs more attention. Only a dermatologist can prescribe the correct medication to help you with this. You may be allergic to some soaps or lotions as well.
