definately not. you (the landlord) will be registered as the owner of the property but for bills/council tax etc the tenant will be registered. Also the tenant will be entitled to use that address on the electoral register. You should be registered at your main address where all your bills go.

no it should be the person who is renting it whos name is down as living there maybe your landlord is not paying tax or something there sounds like he or she is doing something dodgey

In UK, for Council Tax and most other purposes, no. It's the tenants.
