The Taliban are Afghani. They used to control Afghanistan before the US toppled them. The Taliban are a Muslim zealot extremist group. However, they have not extended significantly nor announced their ambition to extend their power beyond their borders (yet). Initially, the US had built them up militarily and supported them and the Taliban gets credit for having thrown out the USSR, an atheist occupying force, from their country with the help of the US. Today, they do try and interfere in Iraq and elsewhere with other Islamic extremist military groups like Al-Qaeda, but they have their hands full in Afghanistan fighting US troops stationed there.
Al-Qaeda is another extremist Muslim group that was started by a Saudi and is thus an Arab group (Afghanistan is Muslim but not Arab). Al-Qaeda never ruled a country like the Taliban did after they kicked the USSR from Afghanistan. Al Quaeda has nothing like kicking the USSR for their country's benefit to take credit for. They are basically convinced that the Western Christian world is abusing their resources and should not at all be present in any of the countries of the Middle East. They have openly declared war on the US and Israel and took credit for 9/11. Al-Quaeda is ruled by an extremely wealthy Saudi, Osama Bin-Laden, related closely to the Royal governing family in Saudi Arabia. The ruler of Saudi Arabia has denigrated him. Saudi Arabia is officially an ally of the US and Al-Quaeda considers the government of Saudi Arabia a puppet government. According to the Quran, which Al Quaeda takes very literally, no Muslim should be ruled by a non-Muslim. Thus, their efforts right now concentrated in Iraq to force the US out. Naturally, it considers the present government of Iraq also a puppet of the US. Al-Qaeda has cluster groups in various countries, some non-Arab, like Pakistan, and followers all over the world. It is not known where Osama lives and is based.
Most Arabs and Muslims however non-extremist they are, and even if they're not willing to go to war for it, believe that a basic injustice was committed in 1948 when Israel was formed. It was created where already people lived and had lived for thousands of years, the Palestinians. The fact that the Jewish people were there thousands of years ago does not justify expelling the Palestinians and bringing Jews in in hundreds of thousands nor "offering" to share the country with half of it having a Jewish religious government. That is the first hand experience of people in the Middle East although it is disputed in the West. In the Middle East, people see the US helping perpetuate that injustice day to day to the Palestinians, who want to remain in their homes in what is now Israel, by subsidizing Israel. In the world too, where falsities are spread, such as there was no Palestinian people, they were just a few nomad Arabs, who can go back to their other brother Arabs, and nobody committed any violence to them to make them leave, the US almost daily vetoes any UN resolution condemning Israeli atrocities. Most people in the Middle East, although they recognize this, have moved on and accept reality, meaning they recognize that Israel is here to stay. Some are too angry, or just violent by nature, and join Al-Quaeda. Envy towards the US is a stupid theory. Bin Laden and his people are among the richest in the world plus they hate the US way of life. Why not the French Riviera if you want to live well? Mostly, only the poorest of all are dying to get in here or the very wealthy because it is the most capitalistic system with least taxes in the world.
That basic injustice, the creation and continued support of israel, unfortunately makes it very hard to catch Al Quaeda elements. It makes people sympathetic to them and blind to their indiscriminate cruel killings. I don't like them at all, by the way, I am explaining. To me, it is horrible that they have gone on killing ANY westerner, including people who love and work to better the lot of poor Arabs.

Taliban was a movement which emerged into the vacuum existing in Afghanistan after the Soviet defeat. Indeed, their official name was never "Taliban" which simply means "student", but rather a movement for justice.
Al Qaeda on the other hand, meaning the "base" was a loose connection of supporters of Osama Bin Laden.
The two stared out completely separately, but by 1998, Bin laden had shifted operations to Afghanistan.
After 9/11 they were lumped together by the Bush Administration.

Al Queda started with Arabs. It is a loosely knit group of terrorists who have perverted the Muslim religion in an attempt to take over countries, people, governments.
The Taliban are a group of Afghanis in Afghanistan who took over the country and the government when everyone was exhausted by a prolonged war with the Soviet Union. They also perverted the Muslim faith and used it as an excuse to enslave the country.
Afghanis are not Arabs. The Taliban were limited to one country. Al Queda fanatics can be found anywhere.

The Taliban is the name of the group of people who were in power in Afghanistan before they were overthrown after the war post 9-11 (Afghanistan.)
Al Qaeda is the name of a terrorist group headed by Osama Bin Laden. International membership, who has an agenda against Western culture. (Not tied to a particular country.)
