I'm not really sure what you mean. Or what television airing you're referring to. But ...
From the onset of the invasion to remove Saddam Hussein, to the continuing American presence while the newly formed government of Iraq gets on it's feet, moving toward a direction of self-sufficiency, the stated US intention has been to PREVENT the development of a power vacuum, thereby REDUCING chaos.
The vacuum to which you refer is a power vacuum. And, what the phrase implies is: If you remove a solid power (like a dictator), the absence of a seat of control will create a flurry of attempts to fill the empty seat, by either existing factions, or newly formed factions. The great danger here is that unscrupulous individuals or groups jump at opportunities like this to use violence, fear, and coersion to rise to power, thereby filling the void.
Since most Americans (and the mandates of the U.S. Constitution and Bill of Rights) believe to the core, that ALL PERSONS ARE ENTITLED TO FREEDOM AND A VOICE IN THEIR GOVERNMENT, the task of creating an environment where the People of Iraq be provided the best opportunity to create and develop a form of government that allows for the freedom of all Iraqi's, mandates that the U.S. does it's very best to minimize the power vacuum, and the resulting chaos, while the Iraqi's develop a taste and respect for freedom.
Sadly, any People who have been subjected to tyrranical dictatorial leadership, require time to acclamate to once again embracing freedom. Saddam Hussein's tyrrany ran deep among the Iraqi people. They lived in a state of constant fear for about three decades. Meaning that any Iraqi citizen under the age of thirty had never known freedom or self-rule prior to a few years ago.
Neither Americans nor the U.S. government desires to rule Iraq. So, yes the U.S. will eventually minimize it's presence in the newly sovereign state of Iraq. That will occur when the newly formed Iraqi government is strong enough to thwart all efforts by 'would be dictators' to seize control of the people and territory of Iraq.
Think, just for a moment, about how many coup's have occurred around the globe in the last fifty years. Governments are really quite fragile. They require all the right ingredients, in the right balance, to earn and maintain the faith of the people. If one ingredient, or the balance of ingredients is out of whack, the government becomes ripe for coup. And since the Middle East has long been a hot bed of the tyrranical mind-set, it becomes imperative to maintain a strong presence as long as it takes for the government to develope enough strength and confidence to provide freedom for the People of Iraq.
A little food for thought ... democracy (i.e. elected representative governments) take time to develop. There are alot of ingredients to balance out, especially with such divisive factions as exist in Iraq.
One important side note: In the history of man, never has a war been fought between two truly representative republic's or representative democracies. A People and their government who truly love and respect freedom have never shown a propensity to desire to rob others of that which is so dear to them! As such, the goal to help foster democracy in Iraq is not only noble, but is vital to the stability of the rest of the globe.
When the Iraqi's have successfully developed freedom, the Syrian's, the Lebanese, the Jordanians, etc... will desire freedom of their own! Indeed, freedom is contagious!
Success in Iraq equates to success for the Norwegians, the Lithuanians, the Japanese, the Americans and all others.

You misunderstood ... the strategy is NOT to create chaos and create a vacuum.
If the coalition forces leave Iraq before the Iraqis can handle their own security...a power vacuum will occur and al quaeda, Iran ... the circling wolves... will fill the void and create a terrorist state.

I think you misunderstood the President. We don't want to create a vacuum. If we leave Iraq before the democrtic government is ready it could fall. If we left Japen or Germany in early 1946...an unfriendly power could have taken over

It means, that the hoses from the american empty oil tankers have to have a strong vacuum, so that the main Stuff flows to tanker easier. The product what for u.s. goverment made the war in the first place..
