if you break it down like a previous answer has done, you can get it exact, but his exact speed at the tape will be difficult to ascertain, as he moved from zero mph to an average speed of 28mph, so at some point, he was moving quiker than 28 mph.

I don't remember him breaking the wolrd record he broke the British & Commonwealth records. for speed i should say about 27 mph

roughly 25mph
100m in 10 sec is 1km in 100 sec which is 36kph which converts to 22mph - then allow a bit for the initial acceperation
