when the thing is she's just lonely,shy gurl?and yet this guy already has a gurlfrend?but the thing is she shouldnt be blamed either coz maybe this guy is also flirting with her(without his gurlfrens consent!)

It's ok to have a crush on somebody that has a gf. It's ok to admit it. Nobody owns anybody even after marriage. It's ok to swap girlfriends or date more than one girl at the same time. It's called playing the field. She did the right thing. Why wait for him to break up with the other girl. She has the right to be happy.
It's ok to flirt without asking permission from a gf or bf.

And last, what business is it of yours?
Learn to spell girl.

Well, maybe she shouldn't have told him that if she knew about his gf. However, it's probably OK to talk to this guy in general because he might be trying to dump his gf. She should make sure that he dumps his gf as soon as possible, though, if he's going to start flirting. He doesn't need anyone's consent to do flirt, but dumping the gf is the right thing to do if he wants to carry on in that way.
