Increase government funding of "pure science" that is research not directed toward any specific technological application. Some of the greatest advances in technology have been based on scientific discoveries which without hindsight would seem to have no bearing on the field advanced.
As for the United States, the ban on stem cell research should be lifted. Some of the greatest discoveries are being made in this field with far ranging medical benefits. It is shameful that George W. has chosen this as a way to parade his pseudo-religious morality on an under educated populace.

Start by educating our children and encouraging children to get into science and mathematics. Subsidize more laboratories that are doing pure research for the sake of attaining knowledge.
