Uruguay in 1930 which was hosted by Uruguay.
A Frenchman, Jules Rimet, founded the competition. I think it was a Frenchman that scored the 1st ever World Cup goal?
The English FA at the time thought it was a worthless competition so didn't bother enter the competition. How times have changed!

100% guaranteed answer of: Uruguay in 1930 and they beat Argentina 4-2.
The following 2 before WW2 started were won back to back and that team was Italy.
Incidentally the great England didnt bother to even enter until 1950.
