I jump right in and help no matter what, but that's why I became an EMT and worked on an ambulance and taught others to do so for over 12 years.
Some people just can't do anything, which is normal. We all have a "Flight or Fight mechanism" that can explain why some can help while others either stand numb or even run away.

Some people do go numb. It's OK. If you are able to react at all, get out of the way of the people who do respond. If you're able to help, try to do so. I recall my Girl Scout First Aid course of 40+ years ago: check for bleeding, breathing and burns, in that order. Don't move victims unless they're in life threatening danger (like the car is going to blow up). Call 911 and try to stay calm, giving clear information and directions to EMS responders is crucial. Also very important, if you can do it: talk to the victim in a calm, reassuring way. Stay with him or her. Keep him or her warm to prevent shock.
