The first guy pointed out the GIMP, the is a full featured FREE image manipulation tool that will do what you want plus lots more.
Forget Linux though, there is now a Windows version here:

U can easy change it by extension like. If ur file name is dgdfgfg.tif u can change sfsdfsfdsf.jpg But better way converting by softwres. Lot of softwares avilable. I'm sure u should hav 1 of them.

there are some picture viewing software ( freeware ) that can do this for you in batch (one click for all the conversion job)
lemme check if irfanview or something does that
will come back and edit the answer
