First I would recommend for you to install macromedia dreamweaver and Flash. Get a good tutorial book that explains go to deign a web page. First try to get some web pages done. It doesn't have to look professional. Just basic.
Then test it in your local machine. When you refer the material to do all this, you will automatically be able to have a knowledge on publishing pages to a website.
If you want to get the DUMMY series of books
for example "Website design for Dummies"

Pick up a few books or read online tutorials on HTML and read up. Get yourself a free hosting account or paid and then work round that. There are also other tools such as dreamweaver and Firefox to help you along the way in much easier ways.
