Any application that doesn't need persistent data. You only use a database if you need to store data between runs of a program, and that data needs to be stored in a way that requires specialized access for searching and/or reporting. Otherwise, even if a program requires loading/storing data of some sort, simple files might do a better job.

You don't use a sledgehammer to kill a mosquito. DBs add a great deal of overhead to a system. You only use them if they're necessary.
