American language is English , therefore when an American uses the word "soccer" he is using the English word. It is more logical if you ask why do the English speaking language cater for the the word "soccer". Fundamentally the English dictionary uses the word soccer. Therefore you must ask the people who wrote the English dictionary ... namely --> the English. People who call it football refer to the fundamental game as it was first developed using the BARE foot to kick the ball, These days with corporate influence from Nike , Adidas etc the bare foot is no longer used, hence the need to disassociate the fundamental concept of using the BARE foot to kick the ball (football) and wrap the foot in an overpriced leather boot made at the expense of slave labour and call the game soccer.
