It's an interesting question and I'd say there is an interaction effect. The mind is basically the brain (and thus the body), which can have neurological disturbances as the result of external stimuli or drugs.
You can exercise and train your brain for positive effects, just as you can your body. A positive attitude helps our immune systems, but if you are physically affected by a disease or accident, then it may be difficult to remain positive. Basically we need to look after both!

I have lived by a saying for quite some time now and that is:
If the mind is willing the body will follow. This is true with health to a certain point where as a positive frame of mind helps and the will to die allows...
Research puppy theropy and laughter theropy... There are chemicals released from the brain that help with the body during these activities...

actually both go together... but if you really go into the depths, you will find that healthy mind makes a healthy body.. you can find many examples that prove that just having a healthy and positive mind have brought many sick people back to a healthy life... even deseases like cancer etc.. example is lance armsrtrong.. so you see, a healthy mind leads to a healthy body....

Neither comes first.
The Latin saying is about needing both to be at your best.
Synergy at work.
