You are supposed to drink tea with hot food. Personally I could never do it but it's what they do in Mexico and India. They say it brings the scoville rating (heat) of the chilli down to an equilibrium with the tea. this may still be pretty hot but all other drinks do nothing.

No actually, it would make it worse by coating over the acids in the pepper oil. Well not worse maybe but it makes it last longer. The best thing is hot tea, it dissolves the oils.

If the milk is sweet, yes it helps. Sugar or sweets helps - basically anything that is sweet aids to subside the burning sensation.
