I suggest I'd charge no less than $125 a sq. ft to frame it, over that is the cost of a slab or foundation, add in permits and inspections, then add to that, interior and exterior finish, add roofing, then add to that, electrical, flooring, insulation, windows, fixtures.

That size room should cost no less than $20,000 on the bargain side

It depends on the material you are going to use and the size of the room. You can invest from alarge amount to the minimum amount because money can buy everything that is luxurious to life.
