Nacho is the short for the name Ignacio (like in English is Mike for the name Michael)and libre (in English means free)but in this case its refered to wrestling, because in Spanish wrestling means "lucha libre" (Lucha is the short of the name Luz Maria) and when you say "lucha libre" or "nacho libre"(in Spanish of course) it sounds all most the same.so this is a kind of Spanish words game.(just to make it funnier)

Nacho = nacho, libre = free.
But the whole thing, of course, is making fun of "lucha libre", free fight/wrestling.

Literally it means nacho free, Nacho being a name. I would assume it would want to imply that Nacho is free spirited.
