How to insert a picture into my new account?

When signing up for Yahoo, I was made aware that I can insert a picture, but therev was no way to do that...
Where do I have to "go" to select the folder on my machine where my picture resides?

open your mail, click on options, Account Information, Edit/Create Profile - Edit - Edit Picture, Upload Picture
