Don't know much about computers but do know that someone with your IP address can hack your computer, steal any personal info from your hard drive, steal your identify, leave you open to a whole heap of trouble.
My IP address changed when I went from dsl to broad band, try that, but first have your computer professionally cleaned for spy-ware and stuff.
Oh and invest in a really good fire wall.

Sometime good and sometime bad. If the person asking the ip-address for a bad intention means its bad to let him know the ip-address. The person can hack your PC.

They can use it to gain remote access to your computer though the internet. Most internet providers scamble the ip adresses on a weekly basis so it may change in a short time period.

That potentially gives them the ability to acces your computer or do things on the internet and make it look like it was your computer doing it.

it can be, just regularly delete your cookies, and check for spyware, other wise, they can track your computer, find who and where it was bought, meaning, if they do they can find you at your house
