Why does George W. Bush always put his hands up and shrug when he's talking to the press?

I think it's because he knows his talk is all BS! Or maybe he really doesn't know what he's talking about! His expressions make him look very incompetent.

Those are called gestures. When someone asks a particularly dumb question i think a shrugging of the shoulders is appropriate. The President can't just come out and say "that was a dumb question, imbecile", he must answer it and be polite. But a shrug indicates what he is thinking, "that was dumb".

What kind of gestures do you use when you speak? Does your expression change? Does your eyes light up? Do you move at all?
