I see extra time given to the players in half time and after 90 minutes for 2 to 3 minutes.

I would like to know how it is decided, the basis and authority who gives it.

Those who say that the fourth official determines the stoppage time are incorrect. The 4th official merely indicates to the public (using his board) the amount of time the referee has decided to add on.

FIFA Law 7 states that the referee acts as timekeeper and must add on time to compensate for time lost through injury, substitution, time wasting, or any other cause.

Its actually decided by the referee on the field.
We see the fourth Official put up a board to show how much added time will be added on. This board is only a guideline for the spectators and has no influence on the Referee's decision.
I believe the 4th Official may either receive some form of communication by the Referee(e.g. hand signal). Or it might be an assumption based on their own timing.

it is not called the extra time rather stoppage time or injury time that is decided by the 4th official depending upon the stoppage caused due to injury or otherwise . the extra time is the time for which game is played after the completion of regular 90 minutes when both the teams are level in the scores . then half an hour of extra time is provided to get the result .

• substitution(s)
• assessment of injury to players
• removal of injured players from the field of play for treatment
• wasting time
• any other cause

it is decided by the fourth official who is monitoring the game, it is given for stopages during game. the referee can also xtend the extra time if any stopages occur during the given extra time. so it is the decision of the assistant refree and the referee.

The on ground referee ...in contact with the match Referee.It is decided on the game how more is to be given to the game.on how is it played and the status of score.and how much time was wasted in arguing with referee and injuries...and etc.

Its the ref on the pitch that indicated to the 4th official how much time should be added generally....otherwise, the 4th official decides himself..
