Freedom is the responsibility of both the individual and the government.
For example the rules/laws ensure that people feel safe and free to walk the streets and drive their car on the road etc..
It is then also up to the individual to conform to the rules and laws to ensure the freedom of others. For example: if no one obeyed the road rules then there would be kaos on the road, but as most people do obey the rules the traffic runs smoothly and safe, making them free to drive on the road.
for someone to win freedom for another it depends on the type of freedom. For example if I am stuck in a hole and you get me out, you have won my freedom for me.
But if you are talking about overall freedom as in someone deciding what is best for me and giving it to me then the answer is no, because the law is purely a utilitarian approach to freedom so in order for others to have freedom my own freedom will have to be less.
according to Isaiah Berlin he states that there are two different types of freedom (or he uses the word liberty) negative and positive. You may find it interesting one is freedom from ....
and the other is freedom to...

each of us has the freedom to do as he or she wishes, but certain freedoms can be taken away by others.
for example, an inmate at a maxium security prison still has the freedom to make choices, but he is limited by his environment. others can influence the amount of freedom which we enjoy, but his actions, thoughts, and decisions are still the responsibility of the individual.

freedom is the responsibilty of a individual unless they lose the right of freedom by doing something illegal...if you are married and are getting a divorce the lawyer helps you get your freedom back...we are never really free to do as we place unless we do not break any laws...freedom comes as a cost from something...we have to obey laws and regulations,,,buy tags for our vehicles and pay our taxes...in school the kids have to listen to their teachers... at work the people have to listen to their bosses...rules and regulations on what you can do and can not do in town or in a place you live,,,

There is no such thing as freedom They just say you have it so you feel better nobody is free your under the power of the f*ckin government. If people could handle anarchy (means: you are your own ruler you cannot rule over another) the world would be a much better place

No, if someone offersto give you your freedom, it implies they have the power to take it away again. That's why the emancipation proclaimation did very little to improve the lives of African Americans. One hundred years later, a movement, led by african americans, finally started the process of blacks taking responsibility for their own freedoms.
