The "Four Modernizations" consisting of improvements in agriculture, industry, science and the military were the program of Deng Xiaoping.

They were formally introduced by Zhou Enlai at the Third Plenum of the Eleventh National Party Congress Central Committee in December 1978.

Their introduction marked a rejection of the the "two whatevers" policy ("support whatever policy decisions Chairman Mao made and follow whatever instructions Chairman Mao gave") that had been advanced by the "Left" wing of the Communist leadership.
