there are many mobiles with camera and video.. but if u are going for the cheapest one u would have to compromise on the picture quality.I would suggest a nokia 6670 ( very gud picture quality) ... also there are mobiles like 6630,6230i, 6680,3230,SE w800i etc. but they wud be higher up on the price scale
u can use the second hand option too... but make sure the gadget u buy is fully functional

Buy a nokia 6600 its damn good but a little bulky.Its also cheap.YOu have to add software via bluetooth for unlimited video recording.You also have a memory card slot which you can use.
