If your skin is red and still hurts then do not scrub it, that will only make the pain worse. I use Curel, you can get it from the grocery store. It works wonders. I put it on day and night after a sunburn, and then the red turns to a beautiful tan :) After the pain goes away, use those scrubby gloves from bath and body works. And Dial antibacterial liquid body soap. That will help prevent the thick peeling disaster after a burn.
Good luck and protect your skin next time to avoid skin cancer.

A nice painful exfoliation a couple days after your sunburn will do the trick...make sure to exfoliate regularlly (2-3 times weekly) to help keep your tan on 75% longer.

Number one... Wear sunscreen. Number 2....Use Pure Aloe Vera Gel and make sure that aloe is the first ingredient to sooth the burn. Number 3...exfoliate with a body scrub or loofah. Number 4....hydrate by drinking plenty of water and using a rich moisturizer such as Nivea Creme.

I don't know if it's completely unavoidable. I use a body scrub (lightly) to remove dead skin and a body butter afterwards to smooth it out. It totally reduced the peeling time.
