If mammals can survive inside a placenta as a fetus. cant we make an artificial placenta to keep mammals surive underwater or some artificial liquids

There are artificial liquids available:
Liquid breathing is a form of respiration in which a normally air-breathing organism breathes an oxygen rich liquid (usually from the perfluorocarbon family), rather than breathing air. It is used for medical treatment and could someday find use in deep diving and space travel. Liquid breathing is sometimes called "fluid breathing", but this is misleading as both liquids and gases are fluids.

Nanotechnology is be used to create respirocytes which act as artificial red blood cells and could allow you to hold your breath for 1-2 hours underwater.

Probably yes. Fetus get Nutrients and Oxygen from mom via placenta. Placenta exchanges nutrients and oxygen from mom's blood arteries and vessels. Mom gets her and extra Oxygen from air through lung and she takes in extra food during pregnancy for more nutrients in the blood for the baby. So, its possible to make an artificial placenta or "mom" to live underwater.

I thought the placenta was like an ancilliary organ, not encasing the entiure fetus?

fetuses have an umbilical cord to supply nutrients and exchange O2 and CO2, it is not from the placenta
