There's a man who had left a puppy outside chained up without food or water, out in the cold with no shelter. The puppy died eventually and the owner had to pay $500, is that fair?

No, that;s not fair, not just, not right,not even close to being humane.
That is disgusting!!!!!! There are so many awesome agencies that will come and get a pet that you are no longer able to care for, and they won't press any charges, or charge any fees, as long as you accept "some" responsibility for not being able able to care for your "pet". So many pets suffer every day because people move on, or move out, just drop out of society, whatever the case may be, you can even call them collect!!! Hello?????

There needs to be a certain cold, hard, practicality to the law apart from the emotional impact of the crime.

For example, this guy did not hurt anyone else, steal from anyone, take or sell drugs, lie, cheat, etc.

$500 is a bit more than a slap on the wrist- I certainly could not easily afford that- especially along with the work time lost, court and legal costs, humiliation, etc.

I also don't want to toss more people in jail, with the crowding and costs associated with that.

On another hand- at some point, we have to decide... what is the relative worth of a puppy compared to a human? Should the punishment be the same? Certainly not! 1/2 of a humans? That does not sound right either. 1/100th? You know- even that sounds a little high, but in the ballpark.

I think most people who abuse the helpless creatures in this world, whether they be human or animal ALL get off far too lightly.
As someone who has lost a child, I understand all too well the fragility of human life and how precious it is.. No one should EVER have the right to abuse another human being and get away with it.Animals are helpless as well. I recently had to return a dog I adopted to the shelter because ( and I was not told this when I adopted the dog, even though the shelter operator knew the dogs history) The dog had been a victim repeatedly of sexual assault by her previous owner. That was not why I returned her!!
She was so emotionally and mentally damaged by her abuse that she was aggressive and very mistrustful of people, very fearful. I know the fear caused her aggressiveness but she was part German Sheppard and pretty scary, also she did not like kids. I kept her for 3 weeks and consulted every specialist I could talk to, they all told me there was no hope. The day she tried to bite a child in my home ( with no provocation on the childs part) I
knew I had to take her back, It was one of the hardest things I have ever had to do.
For 3 weeks I loved this dog, and petted her, she slept on my bed, all the while knowing there was nothing I could do to help her because of what some horrible man did to her. I don't even know that man and I hate him and all those like him, who prey on the innocent. I believe there will be a special place in h**l reserved for those people.

At least the man received some kind of punishment. I am an "animal lover". However, when it comes to a subject such as this, I wish we would question whether or not child killer, abusers and molesters get off too lightly. My friend's grandchild was molested and the man never got any punishment. Let us "animal lovers" put our priorities in order.

In Oregon they are treated fairly.. Animal abuse and neglect are heavily penalized, and most get jail time.

One fellow shot my dog with a beebee gun. It didn't do any damage other than pain. The guy got 23 days in jail and $2500 fine. He missed a payment and went back to jail for another 23 days.
It took him 2 1/2 years to get it all paid.
I'm betting he'll think twice.

The guidelines are not any further strict sufficient to save those who're sickos from being deterred. those who abuse animals might want to get an same punishment as if they abused a baby! human beings abusers rather frequently start up out as animal abusers. guidelines pick to get replaced. Abuse of any variety receives my ire up!

That person needs to go to prison, he only have to pay $500.00 ?that is not fair, He needs to suffer the same as this poor animal, put him in chain outside the same way he did to that puppy.

NO! That's soooo mean why would someone do that to a poor innocent puppy? He should have to suffer the same thing to know how it feels.

NO, the laws should be stricter. that's why they abuse animals because it no big deal just pay the fine and you probably don't have to serve any jail time.

Nope, not fair.... I think some jail time may help or a heavier fine like say 5000.00 dollars...
